The reason he can't participate in the Chuunin Exams is because he is so much stronger than actual Gennin so it wouldn't be fair to the others. The Jounin Exams are the same way. Naruto would own any Chuunin.

actually i like the title "sage" or legendary sage lol. its on par with kage.

the leaf village has created a rank just for Naruto. It's the "let him handle it" rank. Any ninja who obtains this rank is the first and only one called to handle any invasion/fight/dispute/ect. This ninja rank exceeds the rank of Kage and Sannin combined. The only known ninja to ever achieve this rank is Naruto Uzumaki; Sage of the Talk no Justu.

But I would like to see Naruto enter a Chuunin exam with Shadow Clones as his teammates. xd
