Why did it take up until now to make the first joint chuunin exams??

I still don't get the difference of a normal Chunin Exams and a joint Chunin Exams. Its obviously still set in Konoha, but I don't think there were any minor village ninja like Amegakure and Kusagakure. Is a joint Chunin Exams just an exam with the big villages? Is that why the five Kage are there from the beginning and not just in the finals? Why are they excluding the minor villages anyway...?

They are probably delaying the series, and put so much unnecessary things just because... probably taking money or some shit , the series need some real action and not some baby chats and shit - where are the plotholes ? Where are things going on? All there is some random stuff that no one cares about at least me - technology weapon shit - yeah we are hearing about that every single episode

I don't even know what the difference is, but joint implies that it's more-so made into one colossal Chuunin Exam than it would be separated between villages, in my big guess.

The only difference so far is that it involves all 5, I just think it’s ridiculous it took this long post 4th war

Would of been cool too with Hanabi, Mirai, Udon, Moegi taking it too
