For me anyway. I like fighting and Naruto had amazing fighting in the chunin exams while the hunter exam hardly had any.
Dont get me wrong, I thought both arcs in both series were really interesting and of course the hunter exam was more thought out and had a lot of thinking.
I know the Hunter exams came first but Kishimoto did it better IMO.
The Chuunin Exams is probably the best arc, if not, one of the best arcs in Naruto.
I liked the fights in the Chuunin Exam a lot better, but that's it. Character development, plot, complexity, setting, etc... hands down goes to Hunter Exam. I liked the general atmosphere in the Hunter Exam. Anyone could die given any moment. There's no help from anyone most likely. In Naruto, you see Kakashi saving Hinata from Neji, and Gai saving Lee from Gaara.
Most of the moments in the Hunter Exams with the four main characters were done in an excellent way. Hisoka being creepy and all that generally in the arc was one of the best moments too. The way how Gon jumped to dozens and dozens of venomous snakes and saved Leorio, Kurapika, and Ponzu. Gon and Hanzo's fight. Gon breaking Illumi's arm, and forcing him to tell where Killua is. A lot more things. Also forget to mention Killua vs that serial murderer. That was so bad ass.
There weren't much fights that interested me, but Gon vs Hanzo had a moment that I would take over Gon fighting against a opponent his level any day. Naruto fights were extremely awesome. Lee vs Gaara, Sasuke vs Gaara, etc... Sasuke showing Chidori, and all that cool stuff. It was so action packed. That's why I think they beat Hunter Exam in terms of fighting.
If you count in the anime, HxH beats Naruto hands down. The OSTs in the 1999 were extremely well done. Moments with soundtracks/themes was so so so well done. HxH 2011 beginning setting was rushed, but the animation were the best, and I loved Gon vs Hanzo there too.
