I say its the other way around. Chunin Exams Naruto is badly underrated. He could beat pretty much any proper Genin in a one on one with very, very few exceptions without plot restrictions. Why, you ask? Well, it boils down to four simple words.

Multi Shadow Clone Jutsu.

Very few Genin have jutsu big enough to take care all these at once so, with few exceptions like Gaara and Sasuke, everyone else would fall to this. Even Neji, had Naruto used this in their fight, would not have been able to keep the rotation going forever, and once it stopped, he would receive a hundred shadow clone fists to the face.

You're literally comparing Neji's feat of dribbling through a couple dozen clones to him and palming away a few spiders and applying it to him dealing with hundreds of clones all attacking at him at once. And its not like a spider, which he can just palm away. Each clone has a longer reach, making it harder to react to a punch than at a spider, and if he screws up once, he is instantly overwhelmed by every other one and pummelled to the ground.

Or do you think Neji can react to all that at once continuously?

and chunin exams Naruto simply sucks so hard at Taijutsu reacting to his punches is not a problem for someone like Neji

Chunin Exams Naruto would beat Boruto. Chunin Exams Boruto was a brat and more interested in looking cool and fresh, than struggling as a shinobi. Naruto's greatest assets were his will power, craft, and unpredictability.

Looking at Boruto's performance in the Chunin Exams, and it wasn't very good. He cheated to win the capture the flag stage. Using the bracelet for a high level raiton jutsu; when Boruto explaimed earlier that he has lightning style release. He cheated against Yurui and Shikadai. Using the bracelet for shuriken throwing to beat Yurui, kunai and shuriken being something Naruto said he practiced for hours each day. And he used the bracelet for taiju shadow clone to beat Shikadai.

Toe to toe, Boruto would lose to Naruto. Boruto with bracelet would win, unless Naruto used Kurama chakra.

I can't see why he wouldn't be able to react to the clones , when he has an amazing range of detection , and when he is able to detect and react to every object from the range of 50 meters ,meaning that Naruto would not be able to take him by surprise

so if Naruto tried to attack him all at once , he can use Kaiten , or he can easily evade , and Neji has a superior intelligence and a better battling skills , why wouldn't he be able to detect the real Naruto ?

Hell no, Neji beat all these shadow clones too easily. If Naruto had to use all the shadowclones and most of them got knocked out, that goes to show you that Naruto had poor performance in Taijutsu. Shadow clones isn't much of a big factor if Naruto isn't much of a skill shinobi, hence Naruto is more or less the same like Boruto, he uses and rely on ninetails chakra to beat him.

I didn't forget, but I cannot put enough emphasis on this, we are comparing situations with a few dozens of clones to a few hundreds. Neji simply lacks the feats to escape that. Even Kaiten has been shown to be overwhelmed when faced with multiple attacks, which is what led to Neji's death in the first place. Evading is pointless, since as I already said, he simply lacks the feat to escape all of those without getting overwhelmed sooner or later, can't see where a scenario with intelligence helping him much, and since the Byakugan has shown to be unable to detect the real Naruto among Shadow Clones, even in Kaguya's case, this ain't getting him nowhere.
