Ability-wise he has more on all of these. It'd be more fair to have Chunnin Exam Kakashi as well but he's only a Jonin that young due to war conditions.

He'll struggle regardless with Neji and he'll find it hard to copy a ninja who is basically a more cocky version of himself (Sasuke) but Gaara and Naruto would defeat him with no restrictions.
