In part 1 he was this gag character that no one could take seriously, but at the end he surprised everyone by sacrificing himself for his friends in an extremely badass moment. His story was suddenly heartbreaking, as you realize no one gave him respect and Shikimaru had to stick up for him but in the end he still died for the sake of the mission which is the most respectful death a ninja can have.
But then he didn't die and returned to being an annoying human bowling ball with stupid jutsus and personality. If his personality became cooler after that scene and he got a new jutsu that was less ridiculous it would have been fine but he should have died there and his character would be as beloved as characters like Lee. His spotlight in the war arc was undeserved and just a rehash of what happened in part 1 except without the tragedy and emotion. I would have rather seen Ino have the spotlight, Kishimoto neglects his female characters besides Tsunade.
