There is no way to measure their speeds because they didn't fight each other or similar opponents, but you can tell by the speed which Choji moves in the Anime, Jugo isn't keeping up.

I mean, based on your avatar I can tell that your deciding Jugo is the winner is bias :sdo:

And yes, I am citing the Anime. Because I can get a more accurate feel for Choji's speed in comparison to Ay's by doing so. Manga isn't animated so it's hard to tell. You have to go by statements, which aren't always given the opportunity to be spoken. No one is going to randomly come out and say Choji's speed is comparible to Ay's, so I took the liberty of comparing their speeds from what i've seen in the animation. Excuse the **** out of me for that one, I must be such a ****ing idiot :sdo3:

And it's one thing to cling to facts like some one that is afraid to explore the unknown, but it's another thing to theorize and try to expand further on things, put 1 and 2 together open up a brand new world!

What tricked Jugo was my buddy's strenght, not speed. Look at the first video you posted: Jugo managed to block Ay's punch, despite the fact he got pushed back

Smh, why don't we all just judge this matchup based on the fan fiction I wrote?
