Choji being Kage level is a complete joke....not even high Jonin.

Definitely. Chouji is the strongest by far of the K11 (other than the 2 main characters obviously)
He took out Kakazu, Asuma, Hiashi AND with support the Gedo Mazu Statue.

Umm, kakashi has such chakara reserves to use kamui that many times because naruto gave him chakara ._. Kurama chakara is not something that can easily be used up. Without those boosts hes lucky he coulda used it 3 times. Gai is too fast of a movign target for him to catch in kamui as well so that wouldnt be a factor in their match.
