When Choji expands everything gets bigger so his bones are stronger and his flesh is harder.

His tenkestu gets bigger as well so Neji has a super hard time against Chouji.

Do you mean within the context of most powerful in a 1v1 scenario? A lot of factors go into that. Location, circumstances, equipment, mindset, etc all can make a difference and tip the scale one way or another, making it hard to say with certainty which of the K11 is second strongest.

However, Chouji is definitely on the upper tier of the K11 along with Lee, Neji, and Shino. I generally place him at the 3 or 4 spot within these type of lists.
