dude u are comparing a 60 year old woman to a kage and ur callin me stuid u say chiyo is a tactician because she attached sum chakra threads to a tail because chakra threads are her weapon so ur tellin me naruto is a tactician then becuse he uses shadow clones as a diversion sumtimes and the clones naruto used on the raikage were kyuubi mode clones and sage mode clones obviously majorly upgraded not regular shadow clone but if ur dumb enough to compare chiyo to a kage i guess ur dumb enough to think those were regular clones as well

ok lemme start from the begining ur points are

chiyo has strong taijusu cuz she fought naruto
she has powerful sealing cuz sakura threw a ball that sealed well almost sealed sasori
she is a tactician because she used her only weapon chakra threads and attached them to hirukos tails

and thats is about it

chiyo jumped kakashi and caught naruto off gaurd and naruto said "this granny is strong" not saying
she is strong compared to other but she is strong for a 60 year old woman that is not strong

her sealing jutsu is a ball thrown like a kunai and how many time in naruto have we seen a kunai dodged
or deflected yet u act like avoiding her sealing ball is impossible

lastly she is a tactician because she attached her threads to hirukos tail becuse she had prior knowlege of the
puppet and know the tail was deadly so everone that even thought a head a tiny bit muuuuust be a tactician
