| Chiyo has accomplished a lot in her life, she has become leader of the Puppet Brigade, she was the councellor of the Hidden Sand, putting her on a similar position as Danzo. She has taken down a castle all by herself using Chikamatsu's 10 puppets. She was respected by her village and by her rival Tsunade, she was easily powerful enough to be resurrected during the Fourth Ninja World War. We also know that she had been retired for a long time during her fight with Sasori, which means that she would've been way more powerful during her prime, similar to Hiruzen. She has been said to have a great amount of battle experience, which is why Sasori didn't recklessly charge in to attack, but instead awaited for her first move, which still proved to be useless against her. |

Abilities:
| Chakra strings mastery: She has been shown to have great skill at handling chakra strings in general, able to sabotage Hiruko and control a person to execute very precise movements, like saving Sakura from its traps. Ninjutsu: Despite being a puppet master, Chiyo knew medical- and sealing ninjutsu. She was responsible for sealing Shukaku inside Gaara, and she knew great medical ninjutsu, which was mostly used for her poisons and healing her allies. She created a reincarnation technique, in which she was able to transfer her own life force to someone else. She had also turned her arm into a puppet, equipped with a chakra shield similar to the ones on the Mother and Father puppets. Mother and Father

These puppets were originally made by a young Sasori, but later left in the hands of Chiyo when he left. She upgraded them to turn them into battle puppets, and she has been shown to have great skill in using them, able to fight on par with the Third Kazekage puppet. They were designed for teamwork, meaning that their weapons can be used as combo attacks, which gives her an advantage over enemies in 1v1 fights, they were capable of tearing the Third Kazekage's weapons apart. They were also equipped with chakra shields capable of blocking attacks such as Iron Sand Drizzle, which is much like a machine gun attack. Her trump card is this set of ten puppets which are extremely powerful, she held her own against more than 200 puppets at once. Sasori commented about how there are rumors about Chiyo being this good, because being able to control ten puppets at once is a real fear, something Sasori hasn't been shown to be able to do, since his 100 puppets technique was used through a compartment in his puppet body. Three of the puppets can perform a jutsu together called Three Jewels Suction Crush, which creates a tornado sucking everything to the center, crushing them with great force. Chiyo can use these puppets and focus on different things at once, as seen when each puppet is fighting on their own. |

As you can see, she has the highest skill in Ninjutsu, having mastered the art of puppetry. She is also highly intelligent, able to quickly analyze her opponents and seeing through all of Sasori's attacks. |

| Conclusion: Chiyo was already rumored to be on Kage level, but I think that's pretty obvious. Hiruzen got a lot of hype because of the fact he was old when he fought Orochimaru and he was called the God of Shinobi, I think Chiyo is similar, not only was she past her prime, but she hadn't seen combat for a long time during her fight with Sasori. |
I think Chiyo is severely underrated and she deserves more hype.
