Chidori seemed to be a technique that required the user to have a high level of agility and speed, but overtime, we've seen uses where the Chidori user didn't even move 5 steps before he slammed it into someone's chest.

Tobirama doesn't use a direct attack like Rasengan and Chidori. Minato have FTG to counter this weakness.

Naruto have massive shadow clones. This allows him to create distractions. Then he obtain sensory ability(Kurama and Sage Mode) to help him. Example is him vs Edo Raikage.

These characters have ability to help their reaction or hit their target. Kakashi without the Sharing an does not have anything to help compensate for lack of reaction.

The raikage doesn't have to worry about tunnel vision because he has increase increase nerve functions and the same must go for minato and tobm the faster your nerves the faster your reaction basically

Raikage reflexes were said to be on par remember not the same but close to minato in v2 without ftg manga fact

That concept has been explained and it's due to an increase in Chakra Control which reduces the amount of wasted chakra that's expended for the jutsu.
