Who can dodge/avoid/counter Chidori?

Round 1: Full battle
At the start of the battle, they have full knowledge
Kakashi has to finish them off with Chidori

Round 2: Direct clash
Kakashi is charging from the front
2-3m distance

Round 3: Trapped
Kakashi has the opponent trapped with Dogged Pursuit
2-3m distance

No funny stipulations.
Do they barely dodge/avoid or do they manage to counter?

Kakashi's speed fluctuates throughout the series, and his chakra reserves grow magically/massively for the war arc. You should be specific with which Kakashi you're using.

Kakshi uses Raikiri, which is a peak level Chidori so it jumps in power quite a bit.

Round 1. Guy Sensei and above, anybody with reflexes equal to above him can survive it.

Round 2. Guy sensei 6th gate and above. The only one with jutsu for direct clash.

Round 3. Somebody with phenomenal raw strength, Sharingan or an ST jutsu.

Okay, final clarifications:

This is 4th War Kakashi, from his battle against the Bladefolk

Round 1:
This is a normal fight like any other Arena battle. Kakashi has to win via Raikiri/Chidori. The opponent simply has to avoid getting taken by the jutsu. This means that if Kakashi beats them via a kunai stab, then the opponent won thw challenge. Of course, it has to be a practical usage. Kakashi can't beat them to a pulp and then use Chidori as a finisher. The Chidori has to be the move that gets the win. For example, using Chidori as he did to finish of Kakuzu does not count because Kakuzu was already finished. Starting distance is 15m

Round 2:
Instead of a full fight, the fighters will simply duke it out in a Chidori vs Opponent scenario. It'll be like a duel. Kakashi is allowed multiple stabs, but only Chidori may be used and not other jutsu (such as illusions, weapons and chakra constructs)

Round 3:
This is basically the part 1 scenario against Zabuza

In all rounds, everyone has full knowledge. You may not if you think knowledge would change the results
