To be it's the same jutsu different name. Kakashi hasn't shown much better feats. I'd think that if Sasuke matched rasengan, he has a powerful version too. Also worth noting Sasuke has the strongest shown chakra, other than possibly Madara

No not really the same. Raikiri can cut through lightning and it is and S-rank jutsu.
