Raikri is actually more concentrated and more powerful than Chidori.

Raikiri is more concentrated chakra or another way of explaining is Raikiri the chakra is more controlled which why it looks different to Chidori if i remember correctly the colour is a little different too.

You can already see in this photo Kakashi is controlling his Chakra more than he would in his Chidori and its more blue than Chidori too.

+ Raikiri = S-Rank Jutsu
Chidori = A-Rank Jutsu
So dont say they are the same Jutsu just different names because they are not Kakashi has perfected it thats why its S-Rank.
