If the player knows how to abuse his cheap awakening, then yes. If he didn't have that awakening, I'd say he's mid tier.

You can spam his tilt to avoid dashing, quite a troll move if you are out of subs, or you just run away with him.

I completely forgot about that annoying tilt. CC2 better fix some stuff in revolution. The team ult glitch is the biggest fix we need.

What I like to do is put CPU vs CPU difficulty on hard and bet my nephew on who wins and put characters people on this site like to ask VS like minato vs Itachi, naruto vs sasuke, jiraiya vs Itachi etc fights we never got to see in the manga pretty much
