Shikamaru with his hair down happened in the prologue to Road to Ninja chapter. (Sadly, for some reason the anime had his hair tied up again when the chapter was adapted into an episode...)

He really should wear his hair down more, though. That thick ponytail of his looks really uncomfortable to keep in place for long periods of time.
