Nagato:Everything from powerful animal summons,offense/defensive techniques,mastery of all elemental natures,and more means Nagato can handle just about any situation.

Jiraiya:He is of one the few character in Naruto to have one of the most varied jutsu lists out of everyone.Fire jutsu,oil,earth jutsu,and even the techniques he can use while in Sage Mode.

I'd say hiruzen.

Hes not only mastered all five elements but he also has a bloodline which enables him to mix fire and mud.or something like that when he was fighting oro.
He also has shadow jutsu and enma. He also afcording to the manga knows every jutsu there is which would qualify him to be a strong candidate for this. I wish the ma ga showed more of his arsenal though because we have only seen so little of someone who was claimed to be the best during his time.
