Character development for characters who aren't main chars (not including Sakura) doesn't seem to be very common in Naruto. It's a shame because a lot of characters had the potential to be really interesting or powerful. Disclaimer: This is all opinion, for those people who say "shit list". Feel free to add your own :]
1. Itachi - He got a large amount of development, but just not enough time to show just how well designed a character he was, as his death was necessary for plot. Being a main character would have suited someone with such a good design and variety of abilities combined with incredibly intelligence
2. Hinata - She's just so bland. Another character with byakugan who could've used it in new and interesting ways like how Sasuke changed how MS worked with his enton. Instead, she just ended up as a discount Neji and naruto stalker
3. Rin - With young kakashi as an image of kid sasuke and young obito as an image of naruto, rin was an image of sakura: useless and with no point other than damsel in distress. The fact that obito started a war just because he never got laid (bring on the hate) paints rin in a bad light among with himself, as only a few reasons were showed WHY he loved her. While she does seem to be kind and caring, just not enough was shown of her
4. Kaguya - She needs personality with all that power :[

5. Tenten - Unique way of fighting that could've been expanded on more, instead of being fodderized by Temari in chuunin exams
6. Sai - Didn't get enough panel time before Kishimoto shoved him off for Sasuke again. I mean, paintings that come to life.
