Characters with low intelligence or no intelligence feats

I see intelligence used in VS threads a lot as a pro. But it seems like it comes up in every single thread, no matter whose fighting who, that both are intelligent. Here are a list of characters I don't think you can say have intelligence feats.

Kiba
Hidan
Hinata
Zetsu
Rocklee
Dederia
Gai
Ten-ten
Ino

If you think I should add anyone else to this list, post their name and a reason why. I will note that hinata does have a 3.5 in intelligence in the data book but she hasn't really done anything to merit saying that she is above average intelligence.

Hinata? Nah man, nothing implies that Hinata should fit in with the other people you listed. I wouldn't say Zetsu it's stupid, it's more of him just having fun to do whatever.

Just bcoz sumone has not shown intelligence feat or featured in many fights doesnt mean the person is stupid...
Its not a reasonable assumption,but I do remember Hinata being able to easily spot and relocate Narutos shoulder

Hinata doesn't seem so bright, so i like to rank her as average, and kiba underneath that it seems (after ii really thought about it)

Intelligence isn't their strong point- usually reserved for the likes of Kakashi/Shikimaru/Kabuto/Shikaku...etc..etc..

Hinata's intel is actually her highest feat, next to taijutsu(third databook), which is about right. A drooling moron has no chance of succesful use of the gentle fist style, not to use the Byukugan for scouting.

her intel is 3,5. not a genius, but if 2,5 is average(Ino has 3) then 3,5 isn't bad at all.... not a genius, but around IQ 120-36... if 2,5 =100 and 5 160-200(genius level)...

Naruto is 3, Sasuke is 3,5

You're right about Kiba= 2 according to stats, so around 80-88.
