Go read the manga,thats proof that the 3rd raikage had the best defence in his time and even present time.

1. Gaara/ His fighting style is based purely on defensive techniques and felt he should be first
2. Madara/ PS is too much
3. Third raikage/ Not even the hachibi could damage him, only he could. Took 10,000 men to stop him
4. Hashirama/ He should be higher but screw it, Mokuton is a really good defence.
5. Deidara/ airborne and is pretty hard to lay a hand on, Exp. release is an annoying thing to go up against.
6. Itachi/ Susano'o with yata mirror is a almost indestructible defence
8. BM Naruto/ Highly durable due to the nine tails cloak
9.Tsunade/ Regen abilities as well as being the best medical nin is a good defence. Not exactly defence but you catch my drift
10. Sasuke/ Susano'o coated with Amaterasu is a really good defence.

reason: his MS timespace jutsu
3. Itachi
reason: his op shield on his susanoo

reason: assuming he has kamui it's a pretty op defense
5. Third Raikage
reason: i don't really know why, but this

reason: golems seem to have provided very solid defense in fight against Madara

reason: seems like a very solid defense

This is just my initial reaction, I bet there are ones I overlooked. Also I'm basing this on ability to defend against a single shot for the most part, not counteracts and so forth.
