Characters who don't get enough blame for bad things that have happened

[Guardian of the Rain]

1) Tobirama
A. Created Edo Tensei. Must I say more?
B. Kept Madara's body to experiment on it instead of burning it. This led to Madara being revived via Izanagi, which in turn led him to gaining the Rinnegan and everything that happened with Obito.
C. Discriminated against the Uchiha, which made them feel oppressed and led to the Uchiha Massacre.

2) Danzo
A. Conspired with Hanzo to get rid of Yahiko, which led to Yahiko's death and Nagato's turn to the dark side.
B. Also discriminated against the Uchiha. Blamed them for Kurama's attack on the village.
C. Multiple other reasons. Danzo was a real piece of crap.

3) Hiruzen
A. Didn't kill Orochimaru when he could've and knew he should've.
B. Allowed Danzo to act upon his paranoia and hatred of the Uchiha. The Uchiha would've never been driven to the point where they wanted to initiate a coup had Danzo (and Tobirama) not been so harsh to them.

Do you blame Einstein for Japan nukings? Same principle with Tobirama.
Realistically, it's quite obvious for a scientist who got his hands on the corpse of his life long enemy.
Again, only Hashirama had 0.0% beef with them, they being discriminated was only natural.

2-
Danzo teaming with Hanzo, US funding isis, anyone cares except for those who are bombed and murdered.
That I'd agree, when mutual understandings were becoming a thing, he still tried to keep them apart.
Danzo is pretty much one of the hated characters besides Sakura bashing.

3-
Hiruzen was a weak man, as in character, if he had enough balls he would have stopped much from happening.
Worst Hokage for a reason, for me at least.

Danzo rightfully gets his share and I clean up the rest when it comes to Hiruzen. Well-meaning man that neglected those who actually needed it and led to a lot of evil.

Kakashi- even though he's my fav he did a piss poor job training his team. He focused so much on Sasuke in Part I, barely any training with Naruto in Part II and completely and utterly left Sakura in the wind. The Sannin had to pick up the slack for his students.

Kurenai- barely taught her students anything then got pregnant and pretty much quit being a ninja
