The effects of 64 palm are already much more powerful, Neji said Naruto was lucky to be even been able to breath after being hit by it...

tenten wind and i dnt if this would work but shikamaru earth then he could make earth walls to cast a big shadow and then there will be no escaping his shadow and neji with wind
