Theirs only about 3 characters that i can think of, that still need development in the story
Orchimaru,Sasuke & Madara - Madara is already set with his powers & we know what he wants to do, but its still a little blury, and when i say blury i mean like, we dont really know that much about him, we never really got much into why madara wants to do this, i guess you can say that its because of his brother izuna, and once izuna died, he seen the world as a messed up place?, similar to obito's reasons, but for some reason i still feel like theirs more to it, and regarding the dream world, is he really trying to make peace?, is he trying to make everyone's dream come true?, or is it just what he wants?
Orchimaru - Now out of every villian, orchimaru is still the most mysterious one, we never really got much of a backstory from him, all we know is that his parents died, but that's preety much it, he said he doesint want anything to do with this war & he's only focusing on sasuke now, im not sure if he's lying or maybe he really wants to see what sasuke's gonna do, and where he's gonna go from now on & maybe do the same?, but then again orchimaru is sneak & etc, so idk, he might be planning something but its still unknown
Sasuke - For sasuke, its obvious that we don't know what his goals are, and kishi is purposely waiting for all this madara drama to be over, but im not really talking about that, because like i said that's obvious, im talking about development for his character, Naruto is almost over, but sasuke still acts the same, he still barely says anything & we never get to his inner thoughts, so we don't get to hear much from him, except very little dialouge, i think kishi should just reveal what he wants to do already, and start making him talk & work with more people, because sasuke is still the same, he has went through some changes like wanting revenge, to being neutral with orchimaru, then finding out about itachi, then joining the akatsuki, then going bat-shit crazy, then to confused/calm, but he still hasint grown out of
"Only loving his clan/family", its like he's still the same, with different transitions, so i hope even if his goals arent revealed right away, we still get more dialogue from him
