Characters that Kishi could have easily developed better
Sakura - It's Unclear how Kishi wanted to portray Sakura in Part 1, but it's obvious that he Failed. Her potential development as a Main Character got casted aside for Naruto and Sasuke. He couldn't even provide her with a meaningful aspiration/goal for becoming a ninja. It's only until the Last stages of the War that we see Sakura's potential, however Kishi had already done too much damage to her Characterization Overall...such a Shame
Neji - Literally Killed him off for a Fanservice Pairing. The Only Jounin of Konoha 11, dies for a Pairing -_-...nuff said
Rock Lee - Remember How Lee had aspired to become the world's best Taijutsu user ? What ever happened to that development in Shippuden ? Sure, It's likely that Lee actually did become the best Taijutsu user by ch 700, but we never saw the development/journey (that I was hoping for in MANGA ). He Should've had more fights showcasing growth.
Kiba - All of his potential development/screentime as Konoha's best Tracker ( because that's what I felt it was leading up to in Shippuden) was given straight to Hinata because of her popularity. And so Instead, Kishi tries his best to make Kiba into a useless comic relief character (when he does have screentime) that constantly whines about Naruto's superiority over him. This is not how you portrayed his Character during the Sasuke Retreival Arc, Kishimoto. He Should've had more fights showcasing his growth -__-
Shino - Almost as Smart as Shikamaru/ Hasn't lost a fight yet. The only problem with him was he's anti-social/boring personality that made him unpopular. But Choji is the least favourite/least cared about character in K11 yet Kishi has done plenty to give him some development in Shippuden. No reason for Shino to be ignored tbh.
Suigetsu - Kishi introduces this awesome character only to leave him hanging with no development or further purpose what so ever. He actually had a goal to be a swordsman of the mist but then kishi....
Juugo - I remember when Kishi was hyping up Juugo's clan like it something super important to the plot later on.........nope, in fact we still don't even know the name of his clan. All, we know that his clans abilities is liked to sage transformations or something like that.
Orochimaru - We never fully knew why he became evil unlike the other Villains in the series. What does he plan to do in his life ? so many questions about Orochimaru left unanswered.
Karin - meh, whatever
(p.s. even if Orochimaru and team taka get development /closure in part 3, it's not gonna be written by Kishi, so basically kishi still wasted them)
Tenten - Never relevant to begin with. Hasn't done any feats in the manga that's contributed to the story in any way.
Temari - Badass Chick in Part 1 (however, I felt that some of her personality died in part 1).
She Could've been involved in more fights since she's a major side character and a jounin.
Anko - I thought there was gonna be a deeper story between her and Orochimaru in part 1. I thought she could've been more active (e.g. substitute sensei for team 8). However,she was pretty much forgotten throughout most of Shippuden.
Madara - Developed extremely well....until Black Zetsu
Kaguya - Wasn't even needed to begin with.
