Characters Needing Boosts

What characters do you are still to "weak" and in need of a Boost; not to their character development or story but to their combat prowess, abilities, power, skill etc?

I think Hinata (or at least one Hyuga clan member), Tsunade, Mei Terumī, Gaara and Hashirama Senju.
