Characters missing in Naruto?

Do you guys think there are any type of characters that Naruto doesn't have. Type of characters that other anime have. For example:
-Someone who obsessed with beauty(Zarbon from DBZ)
Wow that's all I could think of, Kishi is a genius.

All animes/mangas need a flamboyant male, it's a proven fact. There might be a beauty obsessed villain somewhere deep deep in the fillers, but who would be brave enough to check?

I say he missed adding a powerful baby to the character roster.
Like Reborn from Hitman Reborn, Koenma from Yu Yu Hakusho but thats all I can think of
