Characters in the Last not wearing leaf headband?

why are kakashi, sakura and naruto one of the few characters shown that are wearing their headbands. Just a random guess but I think there's a split between those loyal to the old system and those in favor of new system withouth no villages or a united village.

Everyone else is wearing the Leaf headband except Shikamaru. He's probably been promoted to Hokages assistant.

The females faces look really odd in my opinion.
Ino looks like some high rank supervisor who's just there to agree with the boss and make him look at her.

Hinata, Ink, and Shikamaru are the only ones without leaf bands that'd normally have it.


Shikamaru has a rather Sunagwkura shaped outfit too. Could be a liaison or alternate job position.

Ino honestly looks retired...does she have one in Sbipouden...can't remember where she puts it. Her arm?

Gaara is a Kage...doesn't really need one.

Same as with shippuden, some characters wear the headband, others don't/it's not visible.

Is it a weird design choice? Yes. They work so hard to get those headbands, than don't wear them. It's not that hard to incorporate it into an outfit.

With the kage, I don't think any of them wear their headbands. Current Kage, at least. Though with Gaara's boring design, the headband might have improved it a bit. I just think it's really bland.
