Character you wish was stronger

What character do you think hasn't shown their full potential and deserves to be a lot stronger than what was shown of them? Are there any characters that are low tier that you wish were higher tier? For me, I really wish Kankuro was a lot stronger than he is now. He just seems like the kind of character that should be more epic than he's considered to be. He has a great personality and a unique design, but unfortunately, his power isn't exactly up to par with the big boys. (sigh) It's a shame that Kishimoto doesn't seem to want to develop him much. If only he could control over 100 puppets, then he'd get a little more respect around here!

There's kind of this huge power gap between the kunoichis and male shinobi, isn't there?

Could Ten-ten, Ino, Sakura, or Hinata individually defeat Kiba, Shino, Shikamaru, Chouji, Neji, Lee, Naruto, or Sasuke? With the possible exception of Hinata and maybe Sakura in a few specific scenarios, I don't think so. =/
