When comes to main characters of course Sakura has the worst development whether some people realize it or not(it's the truth).

Kishi coulda pulled ANYTHING out his ass for the white Dojutsu powerup/upgrade and we woulda ate It like starving children.
...No space for them with the sharingan around i guess U_U.

Other wise TenTen gets it... shino showed us a New ability last chapter.
