character development???

Ok,so far right now in Naruto who do u think developed the most from Naruto pre.the main characters and side characters.wh do u think changed the least??

I dont know what you mean by "pre." but the one who have developed the most IMO is Naruto, Sasuke, Tobi, Nagato, and Gaara. Of course there are others, but these are the ones who have improved the most in my eyes.

EDIT: on a side not, cause theres a good chance someone will bring this up... I chose those characters not because they are the main characters. I looked at them as a character when they were first introduced and looked at them now and determined who has improved as a character.
