There's a lot of stuff I disagree with here. While Konan is indeed pretty strong, you didn't acknowledge that wide-range elemental attacks are her weakness (fire burns her paper, wind blows it away, water washes it away, wind blows it away). Soaking paper in water isn't going to change anything. Paper is a highly flammable and flimsy material
