Sasuke: Being a Hokage means.. to make sure that everyone has equal power, apart from the Hokage himself. That is why there can't be any jinchuuriki or tailed beast. Th quest to find power, and more power, eventually leads to War. There can be no peace without a country being more powerful or weaker than other. The tailed beast are remnants of the old, failed past. Look at Hagomoro. His method to connect led to chakra, which led to people being able to use ninjutsu, which led to war. (spreads his arm wide) power cannot be given to the people. If hagomoro had kept the power to himself, there miht not have War. Look at kaguya, she came after her children, her own children, just because they had her power.
