As we can see in the top right panel of this page there is a Man with long white hair giving orders to Itachi. Old Madara has been revealed and the hair resemblance is striking. What could this mean?. It isn't Obito because he is shown after with Black hair.

If you read the page before this you would see that it is Hiruzen or at the very least one of the elders.
