Just because jiraya is clumsy doesnt mean he could be defeated by itachi easily,lets not forget that it was because he wanted to know the secret of pain that is why he was dead if know who know he could have just defeated pain all by himself without having naruto to do it.
All am saying is that we should not jugde by just looking at the powers but by their strageties.
I mean shikamaru has defeared those who have more skills than him.
