If im not mistaken Nagato summoned Gedo Mazou when Yahakio killed himself in order to save Konan. I think anyone who posseses the Rennigan can summon the Gedo Mazou since it is the orginial eyes of the sage and the 10 tails is the Jinchurki of the Sage and the Gedo is the incomplete body of the sage
