Chakra Air Dash (Storm 3)

I have noticed that when I press triangle then x as fast as I used to in generations when I'm in the air my chakra dash rarely activates and instead does that small dash (when you spin around in mid air and then dash slowly towards the target), why is this and if you know how to solve it please tell me.
