I guess it depends what you want them for. Cee's much more powerful if we're talking about combat but Karin's good in specific scenarios. Her sensory skill is very unique while Cee's is more ordinary if I'm correct (which is still good). She can even tell if somebody is lying (Cee's sensory abilities shown here too):

From the way she describes it.. perhaps most sensory ninja are capable of it but I wouldn't be so sure. There's probably some panel where she believed in a lie so they can say she was bluffing anyways (even though I probably still wouldn't think so if it was a minor thing).
