That’s like a fight between Bruce lee and Steven segal, one can actually fight, the other just looks like he can.... ok in all seriousness though I don’t see anything sra kiba has done that lee couldn’t at the very least react and avoid outside of his human beast fang deal(I really don’t remember what it’s called) and without weights(provided he takes them off in time, or just activates the 1st couple gates) he could easily avoid it. Dynamic marking is useless against anything above weighted lee. Honestly the only way I see kiba winning is if he manages to pop off his most powerful jutsu before lee gets a chance to either lose the weights or open the gates. Just my .02, my knowledge on kibas full ability is very limited tbh
