Jugram stands respectfully before the legend Habaki. The day was peaceful. The sun was high in the sky signaling noon time. A slight breeze could be felt as the trees in the distance from the training ground could be heard as the breeze gently pushed the leaves to one side. Soon however, this would change. Under Habaki Jugram was to learn to manipulate rain - something that Amegakure was famous for. He couldn’t help but feel a little excitement for what was to come. His natural love and affinity for water was pushing him toward this great excitement.

As he asked the question, Habaki suddenly performed a backflip and fluidly sat on the ground with his legs crossed, left palm resting on his right inner thigh as he puffed from his kiseru with his right hand.
"Jugram. Jugram Haschwalth." As he answered Jugram's eyes would follow Habaki's backflip. When he landed Jugram couldn't help but feel some awe at his abilities and the stories he had heard.

"I'll begin with the origins of Ameton. The name is deeply rooted in the village where it originates - Amegakure - the Village Hidden in the Rain. Very little is known about Amegakure beyond what is common knowledge. This being that it was one of the major victims in the Second Great World War leading the village into becoming isolationist and highly secretive.

The Rain Element itself is quite simple and does what the name suggests. It manipulates the weather and rain to supplement the user in battle with its techniques whether it be acid rain, sharp spear rain drops, regular rain drops, or anything else like the sorts. The core of Ameton is simply water with nearly identical strengths and weaknesses to the Water Element. These being that it is strong against Fire as it dowses the fire just like water release does because it is simply water. The fire, when impacted by the water, will create steam and such which can also present itself with opportunities and dangers in combat.

Rain of course is also weak to earth just like normal water release techniques because the earth contains and absorbs moisture. Another weakness of rain is wind. This is unique to rain release in the sense that the wind can blow away the clouds that provide the rain for techniques and as such disperse the danger they pose entirely.

Rain, like water, also has interactions with lightning being that water presents itself as a very good conductor for electricity. So while not directly a strength or weakness it does make it highly dangerous to use lightning release techniques while it is raining.

The most famous user of Rain Release would be Nagato. He is the first one to come to mind. He was able to perceive through the rain that Jiraiya had entered Amegakure. This of course is Rain Tiger at Will which is something most people gain access to but is manipulation of the rain nonetheless."

It seems like you have a very solid foundation in regards to what Rain Release is, very good. In regards to the wind's weakness. It would indeed be "weak to wind, however not entirely in regards to rank relations, only solely on that fact that rain is more susceptible to being blown away, as well as it's rain clouds, the main source for rain attacks. Also keep in mind a very important thing; Rain Release can not be created out of thin air, you always need a source to perform techniques be it, natural rain or artificially made. This should be logical, however I've seen people in the past attempt such foolishness. And on that note; The manipulation of natural rain will always take longer in terms of technique execution as you have to individual channel your chakra into the rain drops instead of simply manipulated the already existing chakra spread throughout your rain.

Now that that's over with, I want you to make it rain. As I'm sure you've already mastered the Water element, you are more than able to change the weather patterns and make it rain for a source to be utilized.

Upon hearing his shishou's instructions Jugram weaved the Bird hand seal and channeled his suiton chakra into the atmosphere above quickly causing clouds to gather causing a moderate rain to fall from above. It was a sudden change in scenery from the original sunny training grounds. Quickly the ground dampened and the wind picked up slightly as the chakra infused rain fell.

When the rain is obstructed by a chakra belonging to someone the existence of the target can be detected. The rain will keep on falling until the user uses the seal to cancel it.

(Ame Tama no Jutsu) - Rain Bullet Technique

Now, this is the most basic of rain manipulation techniques. I want you to focus your chakra on your desired hand, while also manipulating the rain drops falling around your hand, allowing you to mold both chakra and rain drops in order to shape manipulate a small highly pressurized orb of rain water. This is done by compressing all the rain drops into a small orb of rain water. Once the rain water has fathered, you will proceed to release the orb towards your desired target. Due to the high pressurization of the technique, you will suffer some recoil damage, knocking you back slightly.
Strong points
  • Its useful for pushing opponents away from you (if it strikes them directly) and creating a gap between the user and opponent if the opponent has come within close range for taijutsu putting the user in a sticky situation.
  • Requires no hand seals or sudden and abrupt movements. It is simply manipulating the rain drops into the palm of one's hand compressing them into a ball and firing it. Overall it is fairly quick and makes it very useful for quick counters and defenses.
  • With a direct hit on the opponent not only will it knock them away but it will unbalance them as well making it very easy for a quick follow up to do far more severe damage.
Weak points
  • It is somewhat situational. It knocks the user back with the recoil meaning that it has an effect on both the opponent and user. So at certain times it can be somewhat undesired.
  • It is superficial damage since it is just a blunt orb of water. No piercing damage and it isn't strong enough to break bones. This isn't really that big of a weakness. Sometimes even techniques that deal no damage can be deciding techniques in fights.
  • It is a small orb of water meaning that size and shape need to be taken into account. There isn't much versatility with respect to size here. Once again not a huge weakness. Just something to keep in mind.
Combinations-strategies
Using this in close quarters will enable me to put some distance between me and my opponent if I feel they are starting to get an advantage over me in taijutsu. Since it requires no hand seals it makes it very quick for pushing them away and hard to dodge since it is in such close quarters.

Ways to counter this technique
A simple doton no jutsu release on my body to make a makeshift earth armor to absorb the orb can work. Sometimes just taking the hit since it is such low damage can also work out to make distance between me and the user, although this needs to be done with care. Some taijutsu moves could also intercept it depending on how the description is done rendering the technique useless.
As the rain fell Jugram would mold spiritual and physical energy together creating raw chakra which he channeled into his hands and applied nature transformation to create ameton chakra. Using this chakra he attracted the rain drops to his palm and compressed them forming an orb of compressed water which he launched at his target. As the orb launched it pushed him away and his target once the orb struck the target.

Description: When user makes it rain and then changes the compounds of the water(materials in the air).Then makes the rain sticky which binds the opponent in place for 2 turns.this jutsu lasts for 2 turns.

Strong points
  • As you said, this technique is incredibly hard to notice. Without sensory or dojutsu you are almost assured to feel the glue strike you and begin to bind you in place. This makes it incredibly useful. Most people will have to metagame to evade this technique.
  • Once again this technique requires absolutely no hand seals. It simply requires you to manipulate existing rain and cause drops targeting your intended victim to turn into a glue like water. This makes the technique highly versatile for quick usage and selection with targets.
  • The ground beneath and around the victim will also be covered in the sticky glue water making it important to note (for both user and opponent) where the rain is not only just falling but also where it has fallen. This is both a strength and a weakness.
Weak points
  • As you said this technique is a double edged sword. The user has to be very careful where to move on the battlefield. You basically can't go within short range of your intended target while this technique is active without being bound yourself.
  • The technique deals no direct damage itself and simply binds. This isn't necessarily directly a weakness but it is something to note and take into account when preparing follow ups.
Combinations-strategies

Using this technique you can easily create the rain to bind someone and follow up with an attack that would require the target to physically evade it. For example, you can use a technique before the rain of glue to stop the target from being able to use techniques that can block other elements. Such as preventing a target from using water release and following up with a katon after binding them with glue preventing them from evading. Although of course there are other ways to save themselves from that and not simply use a suiton jutsu, but it certainly applies pressure.

Ways to counter this technique

Well if I don't have Rain Umbrella I'll use a doton technique (once I realize I am being glued to the ground) to create a makeshift earthen roof to intercept the glue-like rain. Or I can use Hurricane Fist to propel myself at the opponent making it impossible for them to continue with the glue rain without binding themselves as well.
Channeling my physical and spiritual energies together I create raw charka which I apply nature transformation to to create ameton chakra. I release this chakra into rain drops above my target causing them to become glue-like drops of water which strike the target causing him to be bound in these specific localized areas. However it quickly drenches him in glue as the rain continues falling binding him in place.

Description: This technique creates a reflection of the user, this clone is unable to touch physical objects or cause harm. Every move that the user makes the clone mimics at the same time. The reflection clone is destroyed after one hit, this is a tactical technique.

In essence, you are creating a clone of yourself by manipulating the rain drops around you. The trick about this clone is that it's not really a clone per say, but a reflection of yourself, mimicking your every move like if you were standing on a mirror, This is a very strategical technique, having limited uses depending on the situation.

  • So this is a highly tactical technique creating a mirror image of yourself to confuse the opponent making it very, very useful in some scenarios.
  • Requires no hand seals and merely requires manipulation of the rain. So it makes it fast.
Weak points
  • The clone itself is for tactical use only. It deals no damage and has no techniques of its own. It is simply there to confuse the opponent. This is not a complete weakness but something to be carefully noted.
  • Despite its speed the user has to make sure to conceal the creation of this specific clone. Because it is for tactical use the user cannot allow the opponent to see its creation as that would give away that the clone is simply a clone that they don't need to be concerned about.
  • It has no chakra network or unique chakra signature as such it can be easily identified by sensors and dojutsu users (at least I think!)
Combinations-strategies

I would use a smoke bomb and a distraction technique and then create the clone and begin running at the opponent to distract them and confuse them on how is the real target allowing me to engage in taijutsu. They wouldn't realize the image was simply an image until it was too late and I was already in taijutsu range from them.

Ways to counter this technique

I would simply use a technique of high enough scale to engulf both clone and user and remove the need to worry about which is which. Of course I could also simply discover it is a clone by attacking and dispersing it back into its original form - water.
Channeling further Ameton chakra into the rain around Jugram he would cause the drops to converge on a single point. Soon the drops would form a clone that would take shape into Jugram's form and take on his identical appearance. In reality this was merely a rain clone/image with no physical attacks of its own.

That being said, you can still call it that if you wish, however in essence, it's still water/regular chakra being channeled through and into the techniques themselves.

Description: A jutsu that can only be used in rain to conceal oneself, this jutsu is considered a dynamic form of henge. After performing a row of hand-seals, the user seems to disappear. In truth, they have merely assumed a form that mimics rain. Fast movements and physical contact with others may reveal the user
Now, this next jutsu, although "similar" in nature to the transformation technique, it is more similar to the concealment technique that Mu specializes in. I want you to focus your chakra and the rain drops around you, allowing yourself to bend the light around the rain drops. This in turn will allow you to assume a similar form to rain. Just like the concealment technique, fast movements or physical contact will reveal yourself. The upside to this technique as opposed to the concealment technique is that you will not be disrupting the rain that falls on your body, instead, you'll "become" the rain that "falls" on your body, thus assuming perfect camouflage in rainy conditions.

  • A tactical technique that allows you to easily conceal your position in the rain giving an edge to surprise attacks.
  • Even in close range the opponent won't be able to tell that you are there unless you make fast movements or actions.
  • You can use other techniques (at least it looks like you can from the description) while disguised making it highly versatile and very tactical.
Weak points
  • Dojutsu users and sensors will easily be able to discern your position and proceed to slap you back into reality.
  • You can't move fast and make abrupt actions. So once you do go into close range if you perform most taijutsu attacks you will be noticed and they can defend themselves based on that.
  • You can still be heard once you get close enough. Assuming the rain storm isn't loud enough to disguise foot steps.
Combinations-strategies

I would use this technique to go in for close range attacks. Of course the attack would have to be perfectly silent and swift and would have to be a decisive blow to the target in order to kill them right there and then because once you make that swift action to stab them or do other actions they will be able to notice your position visually.

Ways to counter this technique

You can use oil techniques to cover them and reveal their position in order to see them. You can also rely on sense of hearing to discern where they will strike next.
Channeling his suiton chakra into the rain drops Jugram causes them to reflect light in a very specific way blending his body into the rain causing him to take on the appearance of the rain concealing his position from his opponent. Silently and slowly he would approach his opponent from behind and gently pull a kunai from his pouch and stab the opponent in the back.

It's not an activation technique like the concealment tech, so the second you stop focusing your chakra on the hidden rain tech, it would deactivate. This simply adds to the balance of the technique's usage and deadly potential.

The first ranged offensive technique you will be learning! Rather simple to be honest, in fact simpler than most techniques you've done up to this point. I want you to manipulate the chakra around a falling rain drop, and just how you did with the rain orb technique, I want you to condense the molecules of that single rain drop, allowing you to turn it into a more solid form, like ice, though not entirely. Using shape manipulation, you will cause the edges of the rain drop to become sharp like a blade as it drops down on it's target.
