Sir Derp Obito was hypothesizing that rikidou was an uzumaki and he got the rinnegan after sealing the juubi inside himself.
Now that Obito got holt of the juubi I was waiting ( since I support derp's theory ) i was waiting to see Obito's sharingan transforms to a rinnegan but it didn't :dunno: , So basically the rikidou awakened his rinnegan befor sealing the juubi , maybe it was a blood limit

So that being said, he isn't an Uzumaki but Obito doesn't have all the jins and the transformation isn't complete so we'll have to wait.

It's not even a complete transformation, and the Jūbi is controlling Obito not the other way around

Firstly, Obito does not have an EMS. Yeah he has Senju and Uchiha blood, but maybe more is required?
Secondly, the Juubi is incomplete and not in its final form.

It is still possible, but it is looking less and less likely
