Because she is the Shodai Kenpachi or some shit? I dunno, I haven't kept up with bleach since the end of the full bringer arc.. XD But, I never said that he was the most badass Bleach char, I just said him alone > 99.8% NV.

Bleach captains undeniably have more panel time,so its only natural their badassness is easier to spot.

In my opinion,the hokage are pretty generic.they all go on about the will of fire and shove their morals down your throat.

Kurotsuchi is a strange guy.you could almost call him sociopathic.his odd behavior makes for great comic relief and fits in with his fighting style

Sajin:a shy,reserved guy.he originally hides his animal like appearance with armor.hes extremely loyal and had an epic relationship with kaname,similar to Naruto and Sasuke.

Naruto has some amazing characters,but imo the hokage are very cliche
