That's what makes it so great XD!!!! He's practically Fodder and yet he's actually successful! Gotta love that One Piece gives some characters some credit! His expression also looked absolutely ridiculous!

Anyways if you think about it his ability makes him immune to any type of cutting attack and the way he can manipulate it on his own could lead to him being strong if he wasn't an idiot/ treasure hunting all the time!

He is what you call I guess fodder but that's as we see him not as the navy or any other pirate see him. They see him as a former member of Gold Rodgers ships, friends with one of the 4 emperors, escaped from one of the hardest prison ever and was part of a major war. How many other pirates get to say that.

Buggy may be the weakest, but as far as we know, he can't be cut by the World's Strongest swordsman, which I always thought was cool about One Piece. The power levels are defined, but they're not completely set in stone. Buggy definitely could never defeat Mihawk, but as long as Mihawk doesn't use haki/obtain a kairoseki sword, Buggy can't be beaten either, really.

Not to mention the fact that even though he himself may not be all-powerful, he basically has an army of legendary Level 6 criminals at his disposal.

Mihawk could slam his sword in Buggy's face and it would be a 1 hit k.o since blunt attacks affect him, however it's true he can't be cut even by Mihawk.
