For some reason i still cant install new operating system on my computer which had a broken harddrive disk and the conclusion was is that it had to be replaced. the problem is, once i replaced it, pretty much nothing changed, i tried to download and iso windows xp on the new harddrive, but it would read, and say "reboot and select proper boot device"
Now i do have my BIOS settings, on default and checked to have CD/DVD drive to boot as Prime, then harddrive, floppy disk and disabled network PXE, because i would get error constantly when i enable my PXE as PXE E61 error. which pissed me off.
Does anyone know if there can be other problems besides hardrive and lack of legit windows disk copy, like maybe something is wrong with my motherboard? or does anyone know how i can fix
How recent is your PC? If it's fairly new (> 2011), then you likely have UEFI instead of BIOS. Windows XP will fail to boot if you hadn't enabled "Legacy boot" feature in the menu.

well for me it was straight forward, that no matter what disk i tried, it still wouldnt let me boot, funny is that on my laptop the disk automatically boots up, and it reads as bootable CD/DVD so i dont see any problem with it. might theory is that im loosing my head, because i ran diagnostics on my pc and everything works, so then whats the problem?

just tried that. nothing. the hard drive is empty and im trying to boot the windows disk, so then CD/DVD drive has to boot first so i can install the new OS. and both methods dont work.
According to what you had stated;
The PC has no problem, but the CD/DVD drive may not be working.
If you had just download the "windows 7 ultimate bootable CD" this is illegal version. Most of them that download this version, mainly use for testing. This version is not suitable for home user and not for business too. This original version is very expensive.
Since you had bought this with model code (HP pavillion P6000 series), there is a label sticker (on the pc bottom or top side) stating the Windows OS version AND Serial Numbers. Go to the HP Service Center, ask for the Recovery Disc (you need to bring just the pc itself, for proof) for the Model. If no Service Center, call or use online to get help.
I had encounter this problem before. First time, i bring along the laptop to the Toshiba Service Center. They provide free if i make a copy of the Recovery Disc at their shop. The laptop system was very slow, and want to re-install myself.
The second time, my brother's laptop HDD (Hard Disk Drive) failed. Again i brought it to Toshiba Center. They replace the whole HDD and install the OS as factory setting (default). They said it is free and still within the warranty period.
yea but there is a problem with it, aparently it accidently got torned off while being handled, and now half of the code is gone,

you can use linux as a recovery disk, download ubuntu live cd, burn it to a disk and then boot it up, it will boot straight to OS without installing and you can format the harddrive and check for hardware problems.
you might also need to reflash bios but i'm not sure on that part, if nothing else works then try it but only as a last resort.
bios or whatever firmware is not recognizing boot disk.. have you properly burnt iso to the disk?

look i dont have any OS on my system how do you expect me too boot that? i have an empty brand new hard drive which i tested and it works in diagnostics, but it wont boot the OS disk for some reason.

Please do not rely on those 'diagnostics' software, which will not tell you what you really want to know.
Option for you to chose;
Best use this option 1 then 2. Read the last Note: below.
1. Search & Find the Authorize (or Distributor) Service Center. Or call them saying you had problem and you just bought a new HDD, so you need the Recovery Disc. You need to tell them you HP pc Model Number. If they had their Service Center near your area, just bring the PC only (accessories, keyboard, mouse, power cable, etc not required; as they will use their (good condition) cables.
They need to know your HP Model number in order to give you the correct version.
They may have the Recovery Disc, because your pc is not that old.
Nowadays, most Recovery Disc is in the HDD itself, and cannot access, but by using the function key upon booting, just like BIOS.
When my brother gave me an old Laptop which was >4 yrs. I brought the laptop only, and the service staff need to check the Model Number and the Windows OS version. They said that if they do the make a copy of the DVD Recovery Disc, there will be a charge.
But if i make the copy myself at their service center, no charge. But i had go home to get another laptop to make the copy.
[Hints:
If you are unsure of certain issues, ask them as much as they can tell you.
My learning are from these service staff and in internet.
2. If you can afford the get a new Windows OS CD version, get Windows 7 Home Premium version (this version is stable). Note: If possible,avoid getting the latest Windows 8, just like giving money to Microsoft. Do not get other version "Starter" version which is no use.
You only can get the retail "Full" Windows 7 Home Premium version. The "Upgrade version" is only for upgrade only, from any previous version. See Note below.
3. Making a 'bootable' CD/DVD disk, you need to understand what should be done first.
Imgburner can do the job. i am using this as it is free and can do anything, such as making DVD movie, and bootable CD/DVD disc.
You need to:
Download the IsoBuster software and install into another pc or laptop (since the HDD is blank).
You need another bootable CD/DVD disc. Preference any Windows OS Disc - because they are bootable.
Using IsoBuster to copy 1 file, name ending ***.img (image file) only 1 very small file size; into Floppy Disc.
Slot in the blank CD/DVD disc (must be new & blank), start the Imgburner and also slot in the Floppy Disc.
On the Imgburner, go to to select the option "Make bootable Disc".
Next, Select the ***.img file from the floppy disc and drag into folder. This file MUST BE the First file.
Next, add all the Windows files, then finally burn into a new and blank DVD Disc.
The floppy disc MUST be in the floppy drive.
Note: Both Imgburner and IsoBuster do have instruction & the ***.img file, on how to make a bootable disc.
I am using both software, and had doing this many times.
I use the internet & that 2 software website and also other website to understand.
NOTE:
Beside having the Windows OS DVD version, you must need to have addition softwares or drivers files.
Go into the HP website, where they put all the necessary 'drivers' files of that particular Model number.
Some files are the latest version.
Issue on option 3.
You cannot use any Serial Number on any Windows 7 (if your previous version is Windows 7)
I had tried before. After entering the Serial Number, the installation will Stop & Fail.
As mentioned; Use Option 1. If there are no HP Service Center, check their websites.
Microsoft will refuse you, and tell you to get a new Windows 7....Giving money to them.
Note:
Call the nearest HP Service Center in your region. Explained to them of your problem and said you need the Recovery Disc. Make sure you give them the correct Model Number. You may have to pay for the shipping cost (plus a small amount on cost of Disc; which it may be Free).
Praise them and give them positive remarks, such as you always recommend HP Computer to your friends, family, etc. Just a act to get what you need.......
I always did this method and most of them it works, Free.....
Add:
If you get the Recovery Disc from HP Service Center, the Serial Number is not important at all.
This is because the Windows OS is common for that particular model.
The sticker is just the proof that is said Genuine Windows OS.
Factory default setting mean that HP design that particular model, with other HP software.
Recovery Disc is only for that particular model and the Serial Number not required.
Microsoft will not entertained you, ask you to go back to the HP Service Center.
This information is provided by the Toshiba Service Center staff as they explained to me.

DO NOT FLASH THE BIOS.
Since there is no problem before, it mean the Bios on your pc is stable.
I myself dare not to do this method.
Flashing the wrong firmware for your pc motherboard, the pc is useless, and cannot flash anymore.
Since the HDD is new and blank, Using Linux as a recovery disk is never the option to use.
There is also option, that i did not mentioned,
" Reset " the motherboard.
Both method must follow the instruction, no mistake, else pc become useless.
After you have finally get your pc to work, you should do a "Backup" Disc.
This Backup disc will be useful, just like current problem.
The Backup disc is a bootable disc and will restore everything, meaning the OS & drivers,etc.
Backup Disc is identical to Recovery Disc.
The difference is that Recovery disc will install as factory default.
