if he could then he would have done so instead of complain about itachi every time he has done something, since obio knew the truth about itachi he knew itachi was only in akatsuki to watch them and obito himself told zetsu now that itachi is dead we can finally attack konoha...which means he was too scared to do it while itachi was alive...and since obito was running around posed as madara he thought he was madara which means he loses just like kabuto lost...izanami

Obito's kamui only have an edge when his opponent have absolutely no clue about his only ability. If they know about it, a lot of people can counter it. And its been shown in manga how people can counter him with little bit brain cells. I'm sure even gaara can counter him. Tobi had to disappear really quick
