I'd say Tsunade could as long as she has her Byakugou active. It's the only way to repair that extensive damage. Especially with an intent to kill. We're talking a normal Rasengan right? Any other variation obliterates her though Byakugou or no.

Maybe. I mean Madara cut her in half with a tree. She lived through that, though barely. Not sure the extent of Buakugou's regeneration rate on vital organs but Madara practically stabbed Sakura in the heart didn't he? She survived that.

Of course if Naruto planted that Rasengan right in the Byakugou seal on her forehead then it's probably game over. XD
