In a sense, yes, but no. You can't make yourself love someone, but you cam further increase the chance of falling in love with a particular person by choosing to spend enough time with them and opening up yourself enough.
I think you can influence it not choose. (Like trying to fall asleep, you can't make yourself but you can create the conditions to do so)

If love is defined in this context as a deep and romantic connection with an individual then yes I do believe you can choose who you love. Your ability to decide whether to act positive or negative to an individual's characteristics or actions can dictate whether you will grow to love them.
Love is nothing but a bunch of chemical reactions in your brains that can be manually triggered so yes you can make yourself or someone else fall in love if you know what to do of course.
Scientist have done studies proving it time and time again.
However if you are like lot of people and feel true love is not up to chioce then the answer is no.
So like I said yes you can depending on what you define as love.
