Can we really say that Kagura is the Strongest?

A basic Genin that can do some ninjutsu can defeat whole army that she fought back then,they were normal people with primitive tools.

Can we really say she's the Strongest of all Ninja?

All I remember is that she basically:

-Ate fruit from the God Tree

-First to gain Chakra

-Soloed a War by herself

-Mothered all ninja practically

So this makes her the Strongest?

She basically soloed an army of Warriors w/ Spears? No Chakra.

Name one ninja who can't solo an Army of Basic People?

Madara? Hashirama? Tenten?
