No if Raikiri and Chidori are exactly the same technique as you stated, both of the users names would be in both techniques. Minato's Rasengan is more powerful than Naruto's Prat 1 Rasengan, yet both of their names are within this Spanish page of DB2. [You must be registered for see links]
No. Databook has equal credibility as the manga because it came from the same exact person, until proven otherwise. In this case, the statement was cleared up years later. The past statements cannot disprove the recent ones; that defeats the entire purpose of the Databook, which is being the supplement for readers to know what is going on. The only way a Databook statement can be disproven if a manga statement after its release said the opposite.
The very fact you try to discredit what Kishimoto actually distinguished in the Databook means you couldn't disprove it. If anything, the DB3 cleared misconceptions on Raikiri being the exact same technique as Chidori.
Why not people like Naruto and watch it because he's the main character some even say he's realistic which everyone knows is false.
