And while they do no more than talk, Sakura is still quick to heal them. And since talking is a free action, we can assume her healing and hand movement were actually instant. Denying this would be to deny the databook itself and countless mangapanels that display talking being a free action. Kirin is nigh instant, yet Sasuke says all that flashy shizzle, Madara's lightening strike is instant, yet he spoke, and Rasengan has caught multiple people as Naruto told a paragraph.
With that said, why does the plot nerf her to the extent it does? With instant hand movement, she could strangle someone without them realizing it.
